About the assignment
A leading government organisation in the Netherlands is modernising its IT systems and embedding privacy by design across all operations. You'll implement and operationalise a Privacy Management System, ensuring data protection becomes integral to business processes, systems, and records.
You'll work with the privacy team, CISO function, and process owners to develop frameworks, identify risks, and drive maturity in data governance. This is a high-impact 6-month assignment (extendable to 12 months) where your work directly strengthens institutional compliance and data protection culture.
Your responsibilities
- Develop, implement, and operationalise the Privacy Management System across the organisation
- Support business units in integrating and embedding data protection within processes, systems, and registrations
- Create and operationalise privacy policies, frameworks, work instructions, and control measures
- Develop and maintain registrations, including the processing register and control inventory
- Guide process owners through privacy measure implementation and risk mitigation
- Identify privacy risks, assess impact, and translate findings into concrete improvement actions
- Contribute to maturity assessment and advancement in the organisation's data governance capability

Must-haves
- Minimum 3 years as Privacy Officer, Privacy Advisor, DPO, or equivalent role
- Bachelor's degree (HBO level) or higher in relevant discipline
- Deep knowledge of GDPR/UAVG and privacy governance frameworks
- Proven experience implementing or auditing Privacy Management Systems
- Ability to advise at operational, tactical, and strategic levels
- Permanent employment contract required (no freelance/ZZP)
Nice-to-haves
- Privacy Management System implementation in government organisations
- Information security, BIO, or ISO 27001 implementation experience
- Background working in municipal government
