About the assignment
A leading government organization is modernizing its identity and access management infrastructure. You lead this strategic program, ensuring secure authentication, authorization, and identity lifecycle management across the entire enterprise.
You report directly to senior leadership and shape IAM strategy at board level. This role combines hands-on technical oversight with high-impact decision-making. You own vendor relationships, budget allocation, and roadmap execution.
Your responsibilities
- Lead IAM program strategy and execution aligned with organizational security and digital transformation goals
- Design and implement enterprise identity governance frameworks covering RBAC, ABAC, and JML lifecycle processes
- Evaluate, select, and oversee IAM platforms (SailPoint, CyberArk, Okta, Entra ID) and integrations
- Manage vendor relationships, budgets, and contract negotiations with IAM solution providers
- Build and mentor IAM team; establish technical standards and security policies across identity domains
- Report on IAM maturity, compliance status, and risk metrics to executive leadership and boards
- Ensure compliance with government security frameworks (NIS2, ISO 27001) within identity systems
- Drive change management and stakeholder adoption of new IAM processes and technologies

Must-haves
- 10+ years in IAM/identity management with 5+ years in program or project leadership
- Deep knowledge of SailPoint, CyberArk, Okta, or similar enterprise IAM platforms
- Experience designing and rolling out identity governance programs at enterprise scale
- Proven ability to communicate with C-level executives and board-level stakeholders
- Strong understanding of government security frameworks and compliance requirements (ISO 27001, NIS2)
Nice-to-haves
- CISSP or CISM certification
- Experience in government or regulated sectors
- Track record managing large IAM budgets and complex vendor ecosystems
