Privacy Officer (Part-Time)
About the assignment
Gemeente Purmerend is strengthening its privacy and AI governance across digital transformation. You join a 3-person Privacy Officer team to professionalize privacy frameworks, implement a Privacy Information Management System (PIMS), and embed AI risk management.
Your role bridges policy and operations. You'll draft tactical and operational procedures, align privacy with AI governance, and provide complex advisory on data protection and emerging regulations to internal stakeholders.
Your responsibilities
- Draft tactical and operational privacy policies covering data breaches, GDPR requests, and domain-specific frameworks like camera policies
- Develop and maintain privacy risk assessments aligned with AI governance, including AI risk analysis formats and AI registry frameworks
- Advise internal teams on privacy and AI implications of municipal projects and initiatives
- Update and operationalize Privacy Information Management System (PIMS) documentation and procedures
- Collaborate with the Data Protection Officer, Information Security team, and AI steering group on integrated governance
- Provide subject matter expertise on GDPR, Dutch Data Protection Act, and emerging AI legislation

Must-haves
- HBO bachelor degree or equivalent qualification
- Minimum 3 years as Privacy Advisor, FG/Privacy Officer, or Chief Privacy Officer (last 5 years)
- Demonstrated AI knowledge: AI legislation, risk assessment, ethics, and governance
- Experience drafting and updating privacy policies in a public sector context
Nice-to-haves
- University degree in law or legal field
- CIPP/E, CIPM, or CAICO certification
- 3+ years advising on personal data protection in public or semi-public organisations
- Hands-on experience applying GDPR, AI Act, and Dutch data protection laws
