About the assignment

A leading organisation is anchoring Business Continuity Management structurally into its operations, aligned with regulatory requirements and ISO 22301 standards. They're integrating BCM with Enterprise Risk Management to strengthen organisational resilience.

You lead Phase 1: a comprehensive diagnostic and planning programme. You own the dual mandate—project leadership and technical accountability. You'll conduct the IST analysis, map strategic and operational risks, define the maturity target state, and build a multi-year roadmap.

Deliverables are decision-ready: stakeholder analysis, gap analysis, risk matrix, and an implementation plan the board can approve. Success in Phase 1 positions you to lead the actual implementation phase.

Your responsibilities

  • Conduct thorough current-state (IST) analysis and maturity assessment across the organisation
  • Inventory and prioritise strategic and operational risks impacting business continuity
  • Design the target-state (SOLL) maturity level aligned with BIO 2.0, ISO 22301, and governance structures
  • Develop a multi-year BCM roadmap with realistic budgets, capacity, and sequencing
  • Create gap analysis bridging IST and SOLL, identifying critical implementation dependencies
  • Produce board-ready implementation plan and executive summary for approval
  • Manage stakeholder engagement, decision-making forums, and project governance
  • Ensure all deliverables align with existing risk management and ERM frameworks

Must-haves

  • Proven ability to translate complex technical content into board-ready documentation
  • Strong stakeholder management and executive communication skills

Nice-to-haves

  • Experience integrating BCM with Enterprise Risk Management (ERM)
  • Familiarity with BIO 2.0 or other Dutch regulatory compliance frameworks
  • Background in governance, risk, and compliance (GRC) programme management
