Senior Advisor Business Continuity & Cyber Resilience
About the assignment
A leading government organisation in Noord-Brabant is strengthening its Business Continuity Management (BCM) and crisis response capability. You execute two interconnected workstreams: (1) analyse remaining critical applications for dependencies and business impact; (2) embed cyber and ICT outage scenarios into BCM frameworks and harmonise Business Continuity Plans across the organisation.
You deliver dependency maps, impact matrices, recovery prioritisation lists, and risk assessments aligned with GDPR, NIS2, and BIO 2.0 requirements. Your insights bridge technical ICT architecture and executive decision-making, enabling the organisation to respond effectively to cyber and infrastructure failures.
Your responsibilities
- Conduct dependency mapping and Business Impact Analysis (BIA) across critical applications and ICT infrastructure
- Develop recovery prioritisation frameworks translating technical dependencies into restoration sequences
- Create ICT outage scenarios and integrate them into Business Continuity Plans for each critical process
- Assess cyber and ICT continuity risks against GDPR, NIS2, and BIO 2.0 compliance requirements
- Harmonise BCPs across the organisation and embed them into crisis management protocols
- Present technical findings as executive briefings and strategic recommendations for leadership
- Collaborate with stakeholders across ICT, operations, and governance to validate continuity scenarios
- Deliver interim, actionable results for immediate deployment in BCM and crisis exercises

Certifications (preferred)
Must-haves
- Proven certification in Business Continuity Management (ISO 22301 based: CBCI, Lead Implementer, or equivalent)
- 5+ years advising at tactical and strategic level within complex, politically sensitive organisations (government, vital infrastructure, or large public bodies with 1,000+ staff)
- Demonstrable experience mapping application and chain dependencies within critical ICT landscapes and conducting Business Impact Analyses
- Ability to translate technical cyber/ICT complexity into executive decisions, prioritisation options, and actionable governance recommendations
- Experience embedding cyber and ICT outage scenarios into crisis management frameworks and BCM structures
- Strong written and verbal communication skills for board-level and executive engagement
Nice-to-haves
- Experience with GDPR, NIS2, and BIO 2.0 compliance assessments
- Familiarity with ServiceNow GRC or comparable BCM platforms
- Background in ICT architecture or information management within government sector
- Experience designing and running crisis simulation exercises
