Strategisch Privacy Adviseur (Privacy Jurist)
About the assignment
A large Dutch municipality is establishing its central privacy function and needs an experienced Strategic Privacy Advisor to build it from scratch. You set the standard for privacy advice across the entire organization, creating lasting impact that extends well beyond your assignment.
You design processes, evaluate DPIA quality, identify capability gaps, and coach privacy officers across decentralized departments. This is a rare opportunity to anchor privacy governance in a complex public-sector environment.
Your responsibilities
- Design the Strategic Privacy Advisor role including second and third-line support processes and quality controls
- Develop and document privacy advice quality assurance processes for DPIAs, processing registries, and applications
- Conduct qualitative analysis of 20+ DPIAs and 20+ privacy advices; assess completeness, accuracy, and compliance
- Identify capability gaps across the organization and translate findings into targeted improvement programs (training, coaching, mentoring)
- Facilitate coaching feedback sessions with privacy officers to strengthen their advisory skills
- Align with other central roles (CPO, peer SPA's) on privacy team development and organization-wide privacy priorities
- Report on implemented processes and quality improvement metrics to stakeholders

Must-haves
- University-level legal education (WO) with strong GDPR and privacy law expertise
- Minimum 10 years relevant experience, preferably in public sector organizations
- Proven ability to write, review, and mentor DPIA's and privacy advices
- Demonstrable coaching style when guiding privacy professionals
- Privacy specialization certified via CIPP/E, CIPP/M, or CIPP/T
Nice-to-haves
- Direct experience with Dutch municipal government, processes, and governance structures
- Track record establishing new privacy functions or advisory systems from the ground up
- Experience coaching privacy officers in decentralized organizations
- Dutch-language CV and documentation
