Technical Project Lead – Cyber Resilience Programme
About the assignment
A leading educational organisation is executing a comprehensive Cyber Resilience programme to modernise IT infrastructure, achieve measurable security maturity, and strengthen business continuity. You are the technical backbone: translating programme goals into executable technical roadmaps, overseeing segmentation, hardening, PAM, logging, and disaster recovery workstreams, and ensuring auditability against regulatory frameworks.
You work independently with technical teams, architects, security specialists, and vendors. You spot risks early, manage dependencies, prepare technical decisions for leadership, and guide restore tests and continuity exercises. Success means measurable progress toward security maturity, smooth handover to operations, and sustained resilience.
Your responsibilities
- Translate programme objectives into technical project plans, milestones, and deliverables with clear success criteria
- Oversee technical workstreams: network segmentation, system hardening, privileged access management, centralised logging, vulnerability management, and backup/restore
- Coordinate interdependencies across IT, architecture, security, external suppliers, and functional management teams
- Establish and monitor project planning, risk registers, issue logs, and decision trails; report progress to programme leadership
- Prepare and facilitate technical decision-making sessions for programme manager and steering committee
- Design and execute restore tests and business continuity exercises; validate recovery procedures
- Ensure audit-ready documentation of control design, implementation, and operational effectiveness
- Manage knowledge transfer and operational handover to in-house teams and service management

Must-haves
- 8+ years as technical project lead in complex IT environments (infrastructure, security, or hybrid)
- Deep knowledge of cybersecurity, network segmentation, PAM, hardening, logging/SIEM, backup, and disaster recovery
- Proven experience steering technical teams and vendors through multi-year transformation programmes
- Strong stakeholder management, planning, risk, and issue management discipline
- Ability to translate technical complexity into clear executive-level recommendations
- Experience in public sector, education, or similarly complex regulated organisations
Nice-to-haves
- Familiarity with SURF assessment frameworks or comparable educational/public sector security models
- Track record in business continuity and IT resilience initiatives
- Experience with NIS2, ISO 27001, or CIS Controls implementation and maturity assessments
